Cyber5d agoPH joins Asian countries, US in fight vs online scamsTHE Philippines has joined eight other Asia-Pacific countries and the United States in strengthening cross-border law enforcement cooperation against online scams, fraudulent recruitment, and other transnational crimes. Rendel Ryan Sy, acting chief of the Bureau of Immigration’s (BI) Fugitive Search Unit, represented the country in the US Department of State’s three-week International Visitor Leadership Program (IVLP) held from Oct. 3 to 24, 2026. The program, titled "Law Enforcement Solutions to Combat Online Scams and Transnational Crime," brought together regional leaders to address the growing intersection of digital fraud and organized crime. The program gathered officials from the Philippines, Brunei, Cambodia, Indonesia, Japan, Malaysia, South Korea, Singapore and Thailand. Through this exchange, the BI aims to improve intelligence-sharing mechanisms, enhance its ability to track fugitives, and better protect potential victims from exploitative situations often linked to international criminal network. The three-week exchange covered Washington, D.C.; Pittsburgh, Pennsylvania; and Seattle, Washington, where delegates engaged with US government agencies, courts, financial institutions, technology organizations and community groups. Discussions focused on the growing threat of online fraud, including scams targeting ordinary citizens and fraudulent overseas job offers used to lure unsuspecting workers into potentially exploitative situations. Participants also explored ways to improve intelligence-sharing and coordination among law enforcement agencies, financial institutions and telecommunications companies to detect scams, gather digital evidence and disrupt criminal networks operating across borders. US officials shared strategies on fraud prevention, victim assistance and public-private partnerships, while community organizations discussed ways to protect vulnerable groups, particularly senior citizens, from online criminals. The exchange highlighted the increasingly blurred lines between online scams, human trafficking and other forms of organized crime, underscoring the need for countries to work together in tracking suspects, protecting victims and prosecuting offenders. “Behind every scam are real victims and families,” Sy said, stressing that stronger partnerships with regional neighbors, US counterparts and communities are essential in confronting increasingly sophisticated criminal networks. BI Commissioner Joel Anthony Viado said Sy's participation would help strengthen the agency's ability to track fugitives, exchange intelligence and prevent foreign criminal groups from using Philippine territory as a base for illegal activities. “Transnational crime demands a coordinated response that goes beyond borders,” Viado said. He added that sharing intelligence and law enforcement expertise with international partners would improve the country's ability to dismantle criminal networks and protect Filipinos.manilatimes · philippines
